North East Leadership Board

The North East Leadership Board is the strategic decision-making body of the Combined Authority, responsible for a number of transport functions and economic development and growth.


Membership

The North East Leadership Board is comprised of the four leaders of the four constituent councils, plus the Chair of the North East Local Enterprise Partnership operating within a framework of collective decision-making and accountability.

North East Joint Transport Committee

The North East Joint Transport Committee brings together a total of seven members from each of the constituent councils of the region; four members from the North East Combined Authority and three members from the North of Tyne Combined Authority in accordance with the order created on the 2 November.

Transport is of strategic importance to the North East, and the collaborative working of both combined authorties allows effective decision making across the region, which makes sure that local needs and priorities are delivered.

Tyne and Wear Sub-Committee

On behalf of the Joint Transport Committee, the Tyne and Wear Sub-Committee focuses on the Tyne and Wear area and in particular on the issues that would have formerly been decided by the Tyne and Wear Integrated Transport Authority.

The Sub-Committee:

  • advises the North East Joint Transport Committee on local needs and priorities and provide a local focus for delivery of transport functions
  • takes responsibility for delivery of local programmes, determination of local priorities and co-ordination of highway management functions with partner agencies

Economic Development and Digital Advisory Board

The Economic Development and Digital Advisory Board is a committee of the North East Combined Authority (NECA) which advises the NECA Leadership Board on economic strategy, project pipelines, funding and future priorities and monitors and oversees collaborative initiatives to promote inward investment.

Councillors from the four constituent councils and representatives of the North East Local Enterprise Partnership, North East Chamber of Commerce, Confederation of British Industry, Federation of Small Businesses and Trade Union Congress form the membership of the Advisory Board.


Audit and Standards Committee

The Audit and Standards Committee is a key component of the NECA's corporate governance arrangements.

There is an Audit and Standards Committee which oversees the work of the NECA Leadership Board and the Joint Transport Audit Committee, which oversees the work of the Joint Transport Committee.

The Audit and Standards Committees is an important source of assurance about the organisation's arrangements for managing risk, maintaining an effective control environment and reporting on financial and other performance and for the promotion and maintenance of high standards of conduct by its elected and co-opted members.

Overview and Scrutiny Committee

Effective scrutiny arrangements are an essential part of local democracy, enhancing accountability and transparency of decision-making and allowing local councillors to represent the views of their constituents.

These arrangements have been established to allow local councillors, on behalf of their communities, to scrutinise and challenge all matters within the remit of the Combined Authority.

The Overview and Scrutiny Committee investigates matters of significant importance to residents within the areas covered by the four  councils, with a view to influencing decisions made in respect of all matters within the remit of the Combined Authority.

There is also a Joint Transport Overview and Scrutiny Committee, which scrutinises and challenges the Joint Transport Committee and Nexus, investigating matters of strategic important to residents within the LA7 area.
