How schools are funded to help children with SEN

Delegated funding

All schools who have children with SEN get delegated funding from the Council.

Delegated funding is used by the school in the way that suits the school and the children best.

Schools are accountable for the way this money is used and the Council has an overall responsibility to ensure that children's special educational needs are met.

Core funding

For a pupil in a mainstream school, the school will get core funding for every pupil irrespective of whether they have SEN, this is roughly £4,000 across primary and secondary schools.

A notional SEN budget

For a pupil in a mainstream school, the school will get a notional SEN budget.

Schools are expected to use this funding to meet the needs of pupils with low cost SEN needs, and contribute up to a certain amount (which is set by the Council), towards help for pupils with high cost needs.

It is recommended that the school's contribution towards these costs should be £6,000, although some variation is allowed.

Up to the cost of £6000, support may involve:

  • outside agencies may give help and advice on the delivery of the curriculum
  • long-term adaptation of the curriculum
  • group strategies to promote independent or child-initiated learning
  • individual programmes to ensure access to the curriculum for particular needs e.g. autism, dyspraxia
  • specific reinforcement or skill-development activities 
  • additional and different activities
  • regular and additional teaching in small groups and/or individually to address the pupil's individual needs, including social skills and self-help skills
  • some intensive individualised programmes
  • access to specialist equipment as required (Access Fund could be appropriate in some cases)
  • advice and support from specialist outside agencies
  • recording and reporting of progress

Schools may receive more funding from South Tyneside Council for children who have high level support needs.

If your child needs more than 20 hours of support per week, the Council will provide the school with the additional resources needed. The Pupil Services Department monitors arrangements for children.

A pupil who may be eligible for 'top up' funding would most likely be:

  • very disabled needing constant support
  • presenting exceptionally challenging behaviour
  • severely autistic

Children/young people who are eligible for 'top up' funding may also be eligible to apply for an Education, Health and Care Plan.
