Local planning authorities are required to carry out a Strategic Housing Land Availability Assessment (SHLAA) to assess potential sites for future housing development.
The Strategic Housing Land Availability Assessment forms an important part of the evidence base for the Local Plan, alongside our Strategic Land Review.
Its aim is to identify possible development sites and to:
- Assess whether they could be suitable for housing
- Assess when any development could happen
Deliverable = suitable, available now, achievable within the next 5 years
Developable = suitable, not yet available, achievable later
- Provide an indicative estimate of the potential number of homes each site might reasonably accommodate if they were to be developed for housing purposes
Suggestions for New Sites
The Council will undertake a Call for Sites before updating the SHLAA. Any person can make a suggestion for a new site, not just landowners and their agents. A suggestion can be made at any time, however any sites submitted after 9 March 2018 will be held on file and assessed in the next SHLAA.

Please note: The Strategic Housing Land Availability Assessment does not allocate sites for housing development, and nor does the inclusion of a site in the SHLAA necessarily mean that it is considered appropriate for housing or would be granted planning permission.
The decision on whether or not any site is allocated for housing or an alternative land use will only be made through the Local Plan's development plan documents, informed also by the distribution of the borough's housing needs and requirements for other land uses in different parts of the borough.
The general public will also have opportunities to comment at Local Plan and detailed planning application consultation stages.
