An Article 4 Direction can restrict or remove 'permitted development rights' to carry out development without needing planning permission.
Where permitted development rights are restricted or removed in this way it means that planning permission is needed and it gives the council the opportunity to ensure that the work would not harm the character of a conservation area, for example.
